Duties:
-Has primary responsibility for review of local codes, ordinances, regulations and significant projects to determine compliance with the Upper Delaware Land and Water Use Guidelines and the Upper Delaware River Management Plan. The position requires professional planning work. -Serves as the lead for Geographic Information Systems (GIS) management for the park providing analysis and display of spatial data, technical assistance, and training. -Functions as a key team member of the management team and leader for overall area management. Collaboration with a management council, various land use and resource management agencies, local jurisdictions (two 2 states, five 5 counties, and fifteen 15 town/townships), and several non-profit organizations is necessary to fulfill the National Park Service mission. AREA INFORMATION:
The Upper Delaware is a Scenic and Recreational River that flows below Hancock, New York to the vicinity of Sparrowbush, New York, a distance of approximately 75 miles. All services and community needs are available in Monticello, NY (about 22 miles) and Honesdale, PA (about 15 miles). Winters are generally mild and as are summers with the average temperature in the summer ranging 70 degrees with some humidity and the average in the winter ranging 20 degrees. To qualify for this position at the GS-11 grade level, you must possess both the basic education and the specialized experience as described below, by close of the announcement:
Basic Education/Experience Requirement A degree in community planning; or a related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR A degree in a related fields, such as those listed above and do not have the 12 semester hours of specified course work, instead I possess at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. OR A combination of education and
Experience:
courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. AND Specialized Experience/Education Requirement One year of specialized experience equivalent to at least the GS-9 level in Federal Service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience includes, but is not limited to:
performing professional private sector, municipal, county, state or federal community and/or land use planning duties for the protection, conservation, use, and management of natural or cultural resources; management or program specialist work involving the development and/or implementation of policy related to regional, county, municipal or project planning in park areas or similar operations; or other similar work. OR A doctoral degree, 3 years of progressively higher level graduate education leading to a PhD degree or equivalent doctoral degree in community planning or a related field. Related degrees include urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration. To qualify based on education, your education must be directly related and demonstrate the knowledge, skills, and abilities necessary to do the work. OR An Equivalent Combination of Education and Specialized
Experience:
For example, have 6 months of the specialized experience described (50% of the experience requirement), and 2.5 years of directly-related graduate level college study as defined in an accredited institution (50% of the qualifying education, only education beyond the second year is creditable). The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
